The Budget d’initiatives locales (BIL) offers financial support for local initiatives in workforce development in the Sud-Ouest.
The BIL amounts to $245,600 in our district. Financing derives from the Ministère de l’Emploi et de la Solidarité through Emploi-Québec. Management of the BIL is entrusted to a local ad hoc table.
LOCAL AD HOC TABLE MANDATED TO MANAGE THE BIL
As part of the general orientations laid out in the framework agreement between the CEDCs and Emploi-Québec for the period of April 1, 2005, to March 31, 2008, the ad hoc table has the following mandate:
To encourage the emergence and realization of employability and workforce development projects in the district that first and foremost fulfill the needs of unemployed people in the district who are experiencing difficulties in finding a job or entering the labour market.
Local initiative projects must come within the framework of Emploi-Québec’s mission, respect Fonds de développement du marché du travail (FDMT) rules and complement Emploi-Québec’s services. The projects are financed by a custodial budget within the FDMT called Budget d’initiatives locales (BIL).
They reflect local priorities and take into account the common goals of the Plan d’action local (PAL) of the Centre local d’emploi in Pointe Saint-Charles and RESO’s Plan d’action local pour l’économie et l’emploi (PALÉE).
They correspond to the programs and measures of Emploi-Québec, and respect its compliance regulations.
Orientations and Local Priorities
Projects presented encourage training and job-market insertion for the unemployed, and include activities geared to developing the employability of the district’s jobless people.
They respond to the needs of the community and draw on an indepth knowledge of the target clientele.
They are innovative because they are complementary with the activities of the Centre local d’emploi (CLE), RESO and organizations whose mission it is to provide employability development activities or social and professional integration in the district.
The projects are aimed at jobless people aged 18 and over who generally and primarily live in the Sud-Ouest borough.
The projects become part of the local dynamic and encourage partnership.
They may be assisted more than once, or until a time when they can be financed by an appropriate funding framework.
They may include:
- Employability or pre-employability projects.
- Projects encouraging basic training or professional training.
- Projects encouraging transitions between theory and practice: work/study, training/internship, training/insertion, etc.
- Projects developing partnerships with employers who encourage insertion and job retention.
PROMOTERS
Projects may be submitted by the following Sud-Ouest promoters:
- Non-profit organizations
- Social economy enterprises

Presenting a Project
To achieve its mandate, the ad hoc table has asked RESO to act as a consultant in promoting the BIL, supporting promoters in project development, analyzing and recommending projects, providing leadership and support to the table and supporting promoters in the completion, follow-up and evaluation of their projects.
Project promoters should apply to RESO’s Community Development and Social Economy Service. A development agent is available to guide promoters through the application process.
